Where do recruiting companies get their leads?

I am considering starting a recruiting business. I have a pretty good idea where and how I can find job candidates, but what’s the best way to find clients? I know that larger recruiting companies may get requests from client companies directly, but I also know that there are lots of boutique recruiting agencies that probably get their leads from some database services. Does anyone know what these services are and how to subscribe to them? I know about dice.com monster.com and the like, but most companies that post there are looking for recruiting services.
