Where do recruiting companies get their leads?

I am considering starting a recruiting business. I have a pretty good idea where and how I can find job candidates, but what’s the best way to find clients? I know that larger recruiting companies may get requests from client companies directly, but I also know that there are lots of boutique recruiting agencies that probably get their leads from some database services. Does anyone know what these services are and how to subscribe to them? I know about dice.com monster.com and the like, but most companies that post there are looking for recruiting services.

   The crowd get their leads through the web and from other agencies get onto the web and very cost effective because not everyone can do it it it worked for them the crowd get the web and who serves his staff but empowers them the clients comming in to get the web and see what.
