What happens in recruiting when more players commit than the program has scholarships available?

This originates from me being a Florida Gators fan. We have some commits that aren’t as good as remaining prospects. I was wondering if more prospects commit, does the program choose what players to accept? Or is it a first come, first served basis?

For the most part they are first serve.

The 20 scholarships the rest have to wait till next year walk on or go elsewhere.

Colleges will take back a scholarship if a better player comes along.
